Watchtower commentary takes alongside v18 to support the Armageddon doctrine — Jehovah's day of fury brings destruction on the unrighteous. The verse fits the broader picture of cosmic judgment that the Watchtower expects at Armageddon, when the political wild beast and Babylon the Great are destroyed, followed by the destruction of all who are not in right relationship with Jehovah's organisation.
Read the verse in its immediate context. names the targets specifically: "Judah… all the inhabitants of Jerusalem… every vestige of Baal… the name of the foreign-god priests along with the priests." This is not a generalised judgment of all humanity. It is judgment on the apostate leadership and population of Jerusalem, with Baal-worship and idolatrous priests as the named offences. The "day of Jehovah" prophecy in Zephaniah's time was fulfilled in the Babylonian exile and destruction of Jerusalem in 586 BC — the recurring OT pattern of judgment on covenantal apostasy. The Watchtower reads Zephaniah's specific covenantal-judgment language as describing a future Armageddon-style annihilation of non-Witnesses, but the original target is named: apostate Judah, not "the world."
