JW Usage

Watchtower commentary cites ("the whole earth will be consumed") as a key proof-text for the global scope of Jehovah's day of fury at Armageddon. On this reading, the verse confirms that more than 99% of currently-living humans will be destroyed — only those in right relationship with Jehovah's organisation will survive. The "extermination, indeed a terrible one" language is held to describe the comprehensive judgment of all the wicked.

Protestant Usage

in its immediate context is a prophetic word about the judgment on Judah through the Babylonian exile and beyond. Verses 4-6 named the target: apostate leadership, Baal-worshippers, idolatrous priests in Jerusalem. Verse 18's "whole earth" / "all the inhabitants of the earth" is hyperbolic covenantal warning — the same prophetic intensification used elsewhere of localised judgments (compare , ). The judgment was fulfilled in 586 BC. Even granting an apocalyptic-typological extension, the verse must be reconciled with — Jehovah "does not desire any to be destroyed but desires all to attain to repentance" — and — his will is "that all sorts of men should be saved." The Watchtower's reading cannot hold both. The Reformed reading holds them together: judgment on specific gathered enemies of God, combined with universal gospel patience toward everyone else.
