Watchtower commentary takes as the positive side of v9 — glory, honour, and peace for everyone who works what is good, Jew first and also Greek. The verse is read as describing the reward awaiting those who comply with Jehovah's requirements; works of obedience produce eschatological blessing.
Like v7, v10 is a real promise to a class — the class of those who perfectly do good. will close that class: "no one does good, not even one." The promise is real and the standard is unreachable. Paul's resolution arrives in 3:21-26: a righteousness "apart from the law" that comes to "all those having faith." The same universal scope ("Jew first and also Greek") that bracketed condemnation in v9-10 brackets the salvation of 3:22 ("for all those having faith. For there is no distinction"). The condemnation is universal; the rescue is universal; the mechanism is faith.
