21:3 ("the tent of God is with mankind, and he will reside with them") is among the Watchtower's strongest proof-texts for the earthly-paradise hope. "God will reside with them" is read as God dwelling with the great crowd on paradise earth, confirming the anointed / great-crowd split: the 144,000 are in heaven ruling, and the great crowd is on earth with God's tent among them. The verse anchors the geography of the two-tier system.
21:3 IS the Reformed heavenly hope — just not the JW two-tier version. The verse describes the consummation where God's dwelling is with his people — where the presence-of-God that makes heaven heaven becomes the permanent reality for all the saved. Read with 21:1-2 (heaven comes down), 22:3 ("they will see his face"), and (Jesus' promise to be with us always), the verse dissolves the JW split rather than supporting it. Heaven and earth are united; God dwells with all his people; there is one hope, not two (). At the door: "Paul in says there is ONE hope. If the great crowd's hope is 'God dwelling with us on earth,' and the anointed's hope is 'being in God's presence in heaven,' and they are in fact the same thing — God's presence — then the two hopes are one. Which is what Paul said."
