Revelation 21:11Then I saw a new heaven and a new earth, for the first heaven and earth had passed away, and the sea was no more.
21:1 ("I saw a new heaven and a new earth") is frequently quoted to support the Watchtower's earthly-paradise hope — the "new earth" is the restored planet where the great crowd will live forever. The "new heaven" is read either as transformed atmospheric conditions or as the heavenly realm populated by the 144,000 + God's angelic staff. The verse becomes a cornerstone of the two-tier destiny map.
21:1-3 reads as a single movement, and the direction of that movement is decisive: the new Jerusalem comes DOWN from heaven (v.2), and God's dwelling is WITH MAN (v.3). Heaven does not stay separate from earth — the two are united. At the door: "Revelation 21 is not the JW's two-tier destiny diagram; it is the dissolution of the tiers. God comes down. Heaven and earth unite. If the new creation is 'heaven comes to earth,' there is no second-class destination — every believer dwells where God dwells." Pair with (one hope) and the Beatitudes (Matt 5:3 / 5:5 blend heavenly and earthly language addressed to the same audience).
