Revelation 20:44Then I saw the thrones, and those seated on them had been given authority to judge. And I saw the souls of those who had been beheaded for their testimony of Jesus and for the word of God, and those who had not worshiped the beast or its image, and had not received its mark on their foreheads or hands. And they came to life and reigned with Christ for a thousand years.
Read as describing the 144,000 anointed who are raised to heavenly life and rule with Christ during the thousand years, judging the rest of humanity. This is the first resurrection of verse 5, understood as limited to that fixed number, while the great crowd looks forward to life on a paradise earth instead.
Two things are worth noticing, and the first can be raised without controversy. The people on the thrones are described entirely by what they suffered and refused — executed for the witness they gave about Jesus, and having refused the beast's mark. They are not identified as a fixed number, and nothing in the verse limits them to a quota. The number 144,000 comes from Revelation 7 and 14, and whether it is literal or symbolic is a separate question worth asking on its own terms: the same chapter that gives the number describes the sealed as 12,000 from each of twelve tribes of Israel, which the Watchtower does not take literally. Second, and more useful pastorally: the great crowd of stands before the throne and serves God in his temple — naos, the inner sanctuary, which in Revelation is consistently heavenly. That makes the two-tier arrangement hard to sustain from the text. Behind the doctrinal question is a personal one worth reaching gently: a Witness has usually been taught they are not among the anointed, and so does not partake at the Memorial.
