The Watchtower invokes to encourage Witnesses to maintain ongoing obedient effort — Jehovah works through us as we apply ourselves to the preaching work, the meeting attendance, and the field-service expectations. The verse is read as a partnership of divine and human effort: Jehovah energises, but the Witness must keep producing the works. Salvation remains contingent on the cooperation continuing through to Armageddon.
Read v. 13 as the immediate explanation of v. 12. Paul tells the Philippians to "work out your salvation with fear and trembling" — and then immediately grounds the command in v. 13: "for it is God who works in you both to will and to work for his good pleasure." The agency is God's. The willing is God's gift. The working is God's gift. The Christian works OUT what God has worked IN — the order is decisive. Pair with (saved by grace through faith… created in Christ Jesus FOR good works), ("may he equip you with everything good for doing his will, working in us what is pleasing in his sight"), and ("by God's grace I am what I am, and his grace toward me has not proved to be in vain. Yet not I, but the grace of God" worked). The works are real. The works matter. But the works are God's gift to a justified believer, not the believer's payment toward an uncertain final verdict.
