The Watchtower invokes as Old Testament precedent for the Governing Body's authority structure. Moses's seventy elders are read as a typological pattern: God uses a leader with a council of elders to direct his people. The modern Governing Body is presented as the new-covenant equivalent — a small body of brothers receiving direction from Jehovah and passing it to the rank-and-file Witnesses globally.
The seventy elders of Numbers 11 were assistants who shared "the spirit that was on Moses" for the specific task of helping judge the people. They were not Moses's successors. When Moses died, no council of seventy ruled in his place — Joshua did, and Joshua was specifically commissioned by God (, ). Pair with (Christ is the new-covenant "Moses," faithful over all God's house) and (Paul appointed elders "in each congregation" — plural, local, not a centralised council). The New Testament's leadership pattern is plural local elders, mutually accountable, with Christ as the chief shepherd. Eight men in one city governing 8 million Witnesses worldwide has no New Testament analogue and no plausible Numbers 11 parallel.
