The Watchtower reads this as Jehovah delegating judicial authority to Jesus — a created Son acting as judge under appointment from his Father. The verse is used to support the JW eschatology in which Christ judges the living and the dead at the parousia under authority granted by Jehovah, with the result still ultimately attributed to Jehovah's will rather than to Christ's.
Universal final judgment is a divine prerogative. The Old Testament reserves it to YHWH — "the Judge of all the earth" of , the universal Judge of . Jesus says the Father judges no one; he has entrusted all judgment to the Son. The setup for verse 23 is doing serious work here: if all judgment has been given to the Son, then the honour due the Judge of all the earth is now redirected to the Son. That is the point Jesus makes explicit one verse later. "Honour the Son just as you honour the Father." A creature does not warrant universal divine honour as judge.
