At Babel, "Come, let us go down and confuse their language" — the Watchtower reads this the same way it reads and 3:22: Jehovah speaking to Jesus, possibly with angels present. The plural is treated as decisive evidence that a second divine party was active in creation and judgment.
The Babel passage has a diagnostic feature that rules out the "external helper" reading. Verse 5 has Jehovah alone going down to see the city ("the LORD came down"). Verse 8 has Jehovah scattering them — singular. Verse 9 has "there the LORD confused the language" — singular verb. Only verse 7 uses the plural, and it is embedded inside a passage where every other action is attributed to Jehovah alone. Angels do not confuse languages; no Scripture attributes that act to a creature. The plural of deliberation ("let us go down") and the singular of execution ("the LORD confused") pattern together match the internal plurality of the one God. is again the lock on the door: Jehovah created, scattered, and judged "alone." The "us" must be within Jehovah himself.
