# Acts 15:1

> Then some men came down from Judea and were teaching the brothers, “Unless you are circumcised according to the custom of Moses, you cannot be saved.”

## JW Usage

The Watchtower treats Acts 15 as proof of a "first-century governing body" at Jerusalem that issued binding decrees — the template for the modern Governing Body in Warwick. This verse sets the scene: "Some men came down from Judea and were teaching the brothers: 'Unless you get circumcised according to the custom of Moses, you cannot be saved.'" JWs read this as a doctrinal crisis the standing body had to settle, and infer a perpetual office from the way it was settled.

## Protestant Usage

Acts 15:1 defines the *occasion* of the council, and the occasion is narrow. It is not a general doctrinal gathering. It is one specific dispute — whether Gentile converts had to be circumcised to be saved. The council is called to resolve this one flashpoint, not to establish an ongoing legislative body. At the door, walk through the verse slowly and ask: "What problem prompted the meeting?" The answer is unmistakable from the text itself. A one-issue meeting does not establish a standing office, any more than a single church-business meeting on your street today would.
