Reasoning From the Scriptures (pp. 400-405) cites 12:30 ("not all speak in tongues") to argue that because tongues are not universal in the Christian body, they are not a valid contemporary sign of the Spirit. The non-universality is treated as evidence for cessation — if the gift is not given to all, its absence in a given congregation today is offered as proof that the gift has ceased altogether.
Paul's point in 12:30 is that spiritual gifts are distributed across the one body — not that any specific gift has ceased. Every Protestant tradition, continuationist or cessationist, agrees that not all Christians speak in tongues; this is Paul's explicit teaching about the diversity of gifts within the unity of the body. The rs book takes Paul's universality point and converts it into an existence denial, which is a different question entirely. At the door, address it briefly and move on: "Paul's verse is about distribution — not all speak in tongues. No Protestant denies that. The question is whether the gift exists anywhere in the body today, which is a separate question the verse does not settle."
